The Perlis State Registry of Societies received approval from the Public Service Department to operate on 1 January 2002 as a separate entity from the joint operation with Kedah since 1 March 1981 which was previously known as the Kedah/Perlis State Registrar of Societies. It is located on the 5th Floor of the EPF Building, Jalan Bukit Lagi, 01000 Kangar, Perlis.

The Perlis State Registrar of Societies is responsible for matters pertaining to society registration and management under the Societies Act 1996 for all societies registered in the state. Its objective is to ensure the healthy and orderly growth and development of societies which are not in conflict with the requirements of peace, welfare, security, public order or morality.

FUNCTION AND SCOPE

Main function of the department:   

  • administrate and enact the Organization Act,1996 and Rules Of Organization 1984;
  • control and supervise organization to maintain the harmony,safety and serenity of citizen ;
  • manage and keep all registered records of organizations and registered organization branches.

Task done covered main activities below:

  • process the application to register new organization ;
  • approve the application of name,address and law changing and give permission for use of flag/logo/and other signs;

register the AssetOfficer ;

  • register the General Officer;
  • process the application of Audit Officer position,application of investment of funds for  pertubuhan faedah bersama;
  • control and supervise registered organization activities so that it follow the law and regulation of registered law and not against the objective of the organization
  • check organization yearly statement and organization branches to makesure benefit and employees right is maintain

Perak

The Perak State Registry of Societies was established in 1949 and began operating at the Ipoh Sessions Court building. In 1963, the office moved to the Federal Building at Jalan Douglas (Jalan Panglima Bukit Gantang Wahab) and in 1986, it moved to the UDA Building at Jalan Cockman (Jalan Dato' Onn Jaafar) before moving to the 10th Floor of Wisma Maju UMNO, Jalan Sultan Idris Shah in 1990.

Subsequently, in August 2000, the office moved to the 2nd Floor of Block A, Ipoh Federal Building, Jalan Dato’ Seri Ahmad Said, Greentown and on 2 January 2006, to Level 4 of the Ministry of Home Affairs Complex, Persiaran Meru Utama, Bandar Meru Raya, Ipoh. This office complex was officially opened by His Highness the Sultan of Perak, Sultan Azlan Shah Ibni Almarhum Sultan Yussuf Izzuddin Shah Ghafarullahu-Lah, on 17 July 2006.

The Ministry of Home Affairs Office Complex is located about five km from the city centre and consists of two blocks of twin buildings that house seven departments, namely:

Kedah

This department was established as the Kedah / Perlis branch of the Registry of Societies on 1 March 1981 and operated from No 1571, 2nd Floor, Jalan Kota, Alor Setar, Kedah.

On 1 January 1984, it moved to No 2502-A, Pumpong Complex, Alor Setar. Subsequently, on 1 March 1988, it moved to the 5th Floor of Menara Peladang, Jalan Telok Wanjah, Alor Setar. Finally, this office moved to the 2nd Floor of the same building.

On 1 February 2003, the Kedah / Perlis State Registrar of Societies was split into the Kedah State Registrar of Societies which remains on the 2nd Floor of Menara Peladang, Alor Setar, and the Perlis State Registrar of Societies on the 5th Floor of the EPF Building, Kangar, Perlis.

Penang

The Penang State Registry of Societies was established as soon as the Societies Ordinance 1949 was enforced where it oversaw societies in Penang, Kedah, Perlis, Kedah, Perlis, Kelantan and Terengganu. Subsequently, its responsibilities changed slightly with the establishment of the Kedah State Registrar of Societies in 1981 and Kelantan/Terengganu State Registrar of Societies in 1974.


The Penang State Registrar of Societies began operations at the High Court at Lebuh Farquhar in 1949. In 1953, it moved to the State Legislative Assembly Office at Lebuh Farquhar and then to 25, Jalan Ahmad Shah in 1964. Subsequently, in 1988, it operated from the 9th Floor of the Tunku Syed Putra Building and then moved to 4826, Taman Selat, Jalan Pantai, Butterworth. Later, the department moved to the 7th Floor of NB Tower, Jalan Bagan Luar, Butterworth and in 2002, to the 11th Floor of the same building.

Since 2005, it has been operating from No 5-8, 1st Floor, Sempilai Jaya Complex, Jalan Sempilai, Seberang Jaya.

Selangor

The Selangor and Federal Territory Registry of Societies was established in 1965 in Kuala Lumpur. For the convenience of the public, the Selangor Registrar of Societies and Federal Territory Registrar of Societies became separate entities on 01 September 1994.

Kuala Lumpur

The Federal Territory of Kuala Lumpur Registry of Societies was formerly known as the Selangor/Kuala Lumpur Registrar of Societies before it separated into two states, namely Selangor and Kuala Lumpur, in 1994. The Federal Territory of Kuala Lumpur Registrar of Societies initially operated from the 12th Floor of Plaza Pekeliling, Jalan Tun Razak, 50400 Kuala Lumpur.

On 17 November 2004, the department moved to Suite 2101-02, 21st Floor, Plaza Permata, No 6, Jalan Kampar Off Jalan Tun Razak, 50400 Kuala Lumpur. The office was officially opened by Dato’ Haji Kaswuri B Keman, the Registrar of Societies, on 8 December 2005.

Negeri Sembilan

The Negeri Sembilan Registry of Societies began operations on 2 October 1994 at the 2nd Floor of Wisma Cahaya, Jalan Tuanku Antah, Seremban.

Prior to that, on 11 February 1980, the department operated as the Melaka and Negeri Sembilan branch from the 4th Floor of the Bank Rakyat Building, Jalan Hang Tuah, Melaka. On 1 October 1994, the Melaka and Negeri Sembilan offices separated.

The pioneers of the Negeri Sembilan Registry of Societies are two registration officers and an administrative assistant. They were then joined by an Assistant Registrar of Societies, administrative assistant, junior administrative assistant, junior general assistant and driver, thus bringing the number of personnel to eight.

Malacca

The Melaka State Registry of Societies initially operated as a branch office for Melaka and Negeri Sembilan on 11 February 1980 at the 4th Floor of the Bank Rakyat Building, Jalan Hang Tuah, Melaka. On 1 October 1994, the Melaka and Negeri Sembilan offices separated. This resulted in the Melaka office monitoring and controlling societies located in the state only. The department has been operating at the 3rd Floor of Wisma Persekutuan, Jalan Hang Tuah.

At the end of March 2006, this office moved to Level 4 of the Administration Block, Ministry of Home Affairs Complex, Jalan Seri Negeri, 75450 Ayer Keroh, Melaka.

Johore

Monitoring of societies in Johor was originally managed by the Melaka branch office before it was transferred to Johor in early 1959. The Johor State Registry of Societies was initially located at the 3rd Floor of the Sultan Ibrahim Building, Bukit Timbalan, Jalan Duke, Johor Bahru. In 1979, it moved to the 6th Floor of Block B, Wisma Persekutuan, Jalan Air Molek, Johor Bahru. Subsequently in September 2003, it moved again to Unit P-01, Level 14, Menara TJB, Jalan Syed Mohd Mufti, Johor Bahru, where it has remained until now.
In terms of supervision / regulation / administration, the Johor State Registry of Societies does not have any branch offices in the districts to provide support services. It has a centralised role in monitoring and controlling societies registered throughout the state which has eight (8) administrative districts: Johor Bahru, Kota Tinggi, Mersing, Pontian, Batu Pahat, Muar and Segamat. Effective from 16 December 2007, two (2) new districts were established by the state secretary, namely Kulaijaya District and Ledang District. As a positive measure to maintain and strengthen the role of the department and to improve its performance and image, it has been conducting mobile office programmes since 1998. Each programme runs for two (2) days in the districts farther away from the state capital, i.e. the Districts of Mersing, Batu Pahat, Muar and Segamat.

JPPNJ objective is to provide a dynamic organization with efficient human resource oriented.Comprehensive of computer usage  to make sure non goverment organizations that registered under Organization Act, 1966  move parallel with the Act. JPPNJ aims to provide a quality sevice and effective in order to bring together people that aligned with Organization Act, 1966 and Rules Of Organizations, 1984.

Pahang

The Pahang State Registry of Societies was established in February 1981 at the Bank Pertanian building, Jalan Tun Ismail, Kuantan. Prior to that, it was divided into two areas, namely East Pahang with its headquarters in Kuala Terengganu and West Pahang which was placed under the headquarters in Kuala Lumpur.

In 1983, the Pahang State Registry of Societies moved from the Bank Pertanian building to the 1st Floor of Wisma Sri Pahang until 1987. Subsequently, on 1 September 1987, it moved to the 8th Floor of Wisma Persekutuan, Jalan Gambut, Kuantan. From there it moved to the 3rd Floor of Wisma Puriwirawan, Jalan Gambut, Kuantan.

On 1 July 2004, it moved to the 3rd Floor of the Ministry of Home Affairs Complex, Bandar Indera Mahkota, Kuantan. The complex was officially opened by His Highness the Sultan of Pahang on 21 February 2005.FUNCTION AND SCOPE

Terengganu

The Terengganu State Registry of Societies which was initially known as East Coast Registrar of Societies encompassing Kelantan, Terengganu and Pahang was established in 1976. In February 1981, the Kelantan/Terengganu Registry of Societies was formed, as was the Pahang State Registrar of Societies.

Subsequently, in January 2001, the Kelantan/Terengganu Registry of Societies was separated as the Terengganu State Registrar of Societies and Kelantan State Registrar of Societies. Kelantan

The Kelantan State Registry of Societies was established on 2 March 2002 at Wisma Sukan, Jalan Telipot, Kota Bharu. It is strategically positioned 2.5 km from Kota Bharu town centre, which makes it accessible to the public.

It has achieved several successes including third place in the 2006 Best Office Award (Ministry of Home Affairs), first place in the 2005 Pleasant Office Award (Registrar of Societies of Malaysia), second place in the Best Office Management Category, second place in the innovation category of the 2007 Quality Award, second place in the category of 2007 Best Counter Service and participation in the 2007 QCC convention of the Registrar of Societies of Malaysia.

Main function of the department:    
 

  • administrate and enact the Organization Act,1996 and Rules Of Organization 1984;
  • control and supervise organization to maintain the harmony,safety and serenity of citizen ;
  • manage and keep all registered records of organizations and registered organization branches.

Task done covered main activities below:
 

  • process the application to register new organization ;
  • approve the application of name,address and law changing and give permission for use of flag/logo/and other signs;
  • register the AssetOfficer ;
  • register the General Officer;
  • process the application of Audit Officer position,application of investment of funds for  pertubuhan faedah bersama;
  • control and supervise registered organization activities so that it follow the law and regulation of registered law and not against the objective of the organization
  • check organization yearly statement and organization branches to makesure benefit and employees right is maintain
  • Issues notice to organizations under Section 14(2), 13(2) and temporary dispersal Section 14(5) and  dispersal of organization registrant to organization registrant under Section 13, Organization Act, 1966;
  • give facilities to find information and give a copy of document to those who needed ;
  • give advice service about organization management ;
  • give talk about organization management to those who request.

Sarawak

Laws relating to societies in Sarawak were first introduced by the Brooke administration in 1870 to curb illegal societies known as 'Secret Hueh’. The laws were later repealed and replaced by Order No S-1 (Societies) 1927 and Order No S-1 (Societies) 1930.

The Sarawak Societies Ordinance 1947 was introduced to replace Order No S-1 (Societies) for the registration and monitoring of societies. It was replaced by the Sarawak Ordinance 1957. Following the formation of Malaysia in 1963, application of the Societies Act 1966 was extended to Sarawak, replacing the Sarawak Societies Ordinance 1957.

Sabah

ROS Sabah ( Sabah NDPC ) has been around since 1948 under the Department of Labor and the Welfare State . Registrar of Societies dubbed as Registrar of Societies , Colony of North Borneo ' . Department of Labor and Welfare State to enforce ' Societies Ordinance, 1947 ' , 1949 and 1961 and the Societies Act , 1966.
 
NDPC Sabah are separated from the Department of Labor and Welfare State on March 1, 1974 . Prior to May 1, 1974 , the title of Assistant Registrar of Sabah was Deputy Registrar of Societies.
 
During the years 2004 - 2007 , NDPC Sabah won first place as the Department's Quality Award and Best Counter Service Office Fun . Whereas in 2007, the NDPC Sabah won the third place award Counter Ministry Level .
